Firms interested in doing business with the State of Maryland should register on our eProcurement platform - eMaryland Marketplace Advantage (eMMA). This online procurement portal is where all State agencies advertise contract opportunities over $15,000. In order to win a contract award, a vendor must be registered on eMMA. Solicitations are posted on this electronic bid board by counties, cities, and municipalities as well as State agencies. Registered vendors receive an email when a new posting aligns with their company’s profile. 

Nearly every State-issued contract includes a pre-bid meeting. Agency officials discuss specifications of the scope of work and address questions from potential bidders. This public meeting is open to prime contractors and subcontractors. Attendance is particularly valuable to subcontractors seeking to identify which prime contractors are interested in bidding on the project.

Nearly all State agencies also publish contracting opportunities in the procurement section of their website. Solicitations under $15,000 (known as "small procurement") may be posted on the agency website as well. Once you identify which agencies are your best potential customers, book mark the site and monitor it regularly. You may also choose to contact the agency buyer(s) and the MBE Liaison directly to introduce your company and your products/services.

The Maryland General Assembly’s Office of Legislative Audits operates a toll-free fraud hotline to receive allegations of fraud and/or abuse of State government resources. Information reported to the hotline in the past has helped to eliminate certain fraudulent activities and protect State resources.
