Legislation and Policy

Maryland is committed to the inclusion of small, minority, women, and veteran-owned businesses in State  contracting arena. As such, the statutes and regulations governing our Minority Business Enterprise (MBE)Small Business Reserve (SBR), and Veteran-Owned Small Business Enterprise (VSBE) programs are continuously evolving to ensure that they remain fair, flexible, and constitutional.

The laws and policies are defined in the Annotated Code of Maryland and the Code of Maryland Regulations (COMAR). Specific regulations regarding procurement can be found in Title 21 State Procurement Regulations.

We offer training programs to help vendors learn to navigate the state procurement arena. Visit the T.I.P.S. Webinar Series page for the current schedule of free webinars.
