Legislation and Policy

Maryland is committed to the inclusion of small, minority- and women-owned businesses in State procurement and contracting opportunities. As such, the legislation and policies governing our Minority Business Enterprise (MBE) and Small Business Reserve (SBR) programs are continuously evolving to ensure that they remain fair, flexible and constitutional.  It is important that both prime contractors and MBE subcontractors understand their rights and responsibilities when participating on contracts that contain MBE performance goals.

Visit this page often to track changes to the MBE and SBR programs.
