SB001 - Natalie M. LaPrade Medical Cannabis Commission Reform Act
Synopsis:  Declaring that it is the intent of the General Assembly that programs established by the Act create a successful, but consumer-friendly medical cannabis industry; establishing a Compassionate Use Fund to provide access to medical cannabis for certain individuals; requiring to Commission to evaluate a certain study of the industry; make a certain determination relating to minority and women applicants and minority and women-owned business participation in the industry, and evaluate certain programs and methods; etc. (Cross-file: HB0002)

SB0135 - Paid Leave Compromise Act of 2018
Synopsis: Requiring certain employers with at least a certain number of employees to provide employees with paid time off that is paid at the same wage rate as the employee normally earns and that may be used by the employee for any reason; authorizing an employer to apply to the Department of Labor, Licensing, and Regulation for a certain waiver; requiring the Commissioner of Labor and Industry to create and make available a certain poster and notice; etc. (Cross-file: HB0098)

SB0251 - Minority Business Enterprise - Required Regulations - Liquidated Damages Prohibition
Synopsis:  Requiring regulations adopted by the Board of Public Works to prohibit a unit from assessing liquidated damages for certain contracts for which a certain minority business enterprise was named on a participation schedule and qualified based on a certain code; and providing that existing obligations or contract rights may not be impaired by the Act.

SB0383 - Video Lottery Terminals - Minority Business Participation Goals - Sunset Extension
Synopsis: Providing that a certain applicant or licensee is subject to a certain minority business participation goal established for a unit by the Special Secretary for the Office of Small, Minority & Women Business Affairs under certain provisions of law; requiring that a certain goal applies to certain construction and procurement related to video lottery terminals; extending a certain termination date to July 1, 2028; etc.

SB0414 - Governor's Office of Small, Minority & Women Business Affairs - Coordination of Small Business Resources
Synopsis:  Requiring the Governor's Office of Small, Minority & Women Business Affairs to collaborate with certain State entities to identify certain resources available to small businesses and develop a plan to coordinate certain resources within the Office; requiring the Office to report to certain committees of the General Assembly on or before December 1, 2018; and terminating the Act after June 20, 2019.

SB0415 - Governor's Office of Small, Minority & Women Business Affairs - Workgroup to Study Data Collection to Assist Small Businesses
Synopsis:  Requiring the Governor's Office of Small, Minority & Women Business Affairs to convene a certain workgroup to study and make recommendations regarding the collection of data by State agencies that may be used to assist small businesses in accessing State resources and bidding on State contracts; requiring the workgroup to focus on the types of data that may be collected by certain State agencies; requiring the workgroup to include certain representatives and business owners; etc.

SB0420 - Commission to Study Compliance by State Gaming Facility Licensees with the State Minority Business Enterprise Program
Establishing the Commission to Study Compliance by State Gaming Facility Licensees with the State Minority Business Enterprise Program; providing for the composition, chair, and staffing of the Commission, prohibiting a member of the Commission from receiving compensation, but authorizing the reimbursement of expenses, as specified; requiring the Commission to review, assess, and examine matters and make findings and recommendations concerning procurement by State gaming facilities licensees, as specified; etc.

SB0421 - Governor's Office of Small, Minority, and Women Business Affairs - Employment Under Procurement Contracts - Study
Requiring the Governor's Office of Small, Minority, and Women Business Affairs to study the employment of ethnic minorities and women under procurement contracts at Baltimore-Washington International Thurgood Marshall Airport; requiring the Office to review, assess, and examine certain matters related to the employment of ethnic minorities and women under procurement contracts at the Baltimore-Washington International Thurgood Marshall Airport; terminating the Act after June 30, 2019; etc.

SB0737 - State Finance and Procurement - State-Funded Entities - Diversity in Advertising
Requiring a State-funded entity that advertises to the general public to advertise using a range of media sources with target audiences that reflect the racial diversity of the State; and defining "State-funded entity" as a unit of State government or an entity or association that receives State aid.

HB0224 - Procurement - Small Business and Minority Businesses - Qualification and Certification
Synopsis - Requiring the Secretary of General Services, the Secretary of Transportation, the Chancellor of the University System of Maryland, and the President of Morgan State University to adopt regulations to require the qualification of a business as a small business in a certain manner if the business has obtained a certain federal small business certification; altering a requirement that certain regulations promote and facilitate certification of minority business enterprises that have received a certain federal certification; etc.
 
HB0855 - State Government - Regulations Impacting Small Businesses - Economic Impact Analyses
Requiring the Office of Legislative Audits to Conduct a performance audit of certain units of State government every 3 years for certain purposes; requiring certain units to make a certain determination regarding certain local regulations; requiring certain units to establish a certain electronic registry and to post on the registry a proposed regulation that has a significant small business impact; requiring certain units to create certain compliance guides to assist small businesses to comply with certain regulations; etc. (Cross-file:  SB1082)
